i have a undergrad degree in communication with a minor in pr but i cant find a job so ive decided to go back to grad school..which of these masters degrees have better salaries and a better job outlook?

Without work experience, neither one of them is a good choice for you. All it would do is place you further into debt and place you in a terrible situation of being overqualified for entry level positions, yet underqualified for higher level positions. No one is going to hire you as a manager just because you have a master's degree. And no one will hire you as an entry level staffer because they feel you will bolt as soon as you get a better job offer. Bottom line, keep job searching and hone your skills. You're better off taking accounting classes and getting a CPA credential instead, for example.
